First prove the failure belongs to one market
One failed international message is not automatically a country-wide carrier incident. Confirm the number is a mobile destination in E.164 format, the message reached a final provider status, and the same template still works in at least one control market. Then group failures in the affected country by carrier, sender, template, and time window.
- Normalize recipients to +49 followed by the national number without the domestic trunk prefix.
- Separate mobile numbers from landlines and machine-to-machine destinations.
- Compare accepted, sent, delivered, undelivered, failed, and unknown statuses rather than treating all non-delivery as one bucket.
- Record whether the sender was alphanumeric, a domestic long code, an international long code, or a short code.
- Check whether failures began after a copy, URL, sender, provider, or routing change.
Check sender identity and message content together
Sender support differs by country, and an available sender type is not automatically correct for every interaction. An alphanumeric sender can be useful for one-way branded alerts but cannot receive a reply. A two-way workflow needs a reply-capable number and a provider configuration that supports the intended direction.
Review consent, brand identity, local-language HELP and STOP handling where applicable, and the destination country's current provider guidance. Also inspect shortened links, redirect chains, unexpected domains, unusual characters, and abrupt changes in message volume. These are diagnostic dimensions, not proof that any single carrier blocked the content.
Use a country-and-carrier test matrix

Use opted-in test recipients and a low message volume. A clean matrix is more useful than a hundred uncontrolled retries because it gives the provider a reproducible boundary.
Build a carrier escalation packet
- Include three or more message IDs with UTC timestamps and final error details.
- Include the sender type, exact template, URL domains, encoding, and segment count.
- Include destination carrier information when your provider exposes it.
- State the expected use case, consent path, and whether the user had opted out.
- Describe the control messages that delivered and the single variable that differed.
- Ask whether the provider sees filtering, a routing failure, an invalid destination type, or incomplete delivery receipts.
Stop debugging one market from a global average
A dashboard-wide delivery rate can hide a broken carrier or sender combination. Country, carrier, sender, template, and route need to be first-class dimensions in the message timeline.
